The LHFA Coalition recognized that lack of health insurance was an enormous barrier to access to quality health services.

The lead partner Enroll Wyandotte, with support from the Community Health Council of Wyandotte County, offered technical support to partnering organizations and health care providers in Wyandotte County interested in improving access to healthcare and health insurance via the Affordable Care Act.

Three forms of support were provided: a) Simple overview of the Affordable Care Act and the Health Insurance Marketplace; b) Consultation—identification and referral to enrollment services and linkage to primary health care; and c) Training front-line staff to provide on-site enrollment services and outreach to clients.

This technical support was important since reaching the remaining uninsured was difficult, and broader resistance to enrollment efforts made this work even more challenging.

Some Accomplishments:

  • We designed a playbook for support enrollment in health insurance through the Affordable Care Act
  • Used the playbook to engage, train, and support partners in referral and enrollment
  • During 2017: engaged 20 referral partners and established 10 enrollment sites
  • During 2017 (ended 15 December): enrolled 529 Wyandotte County residents
